Building the operating system for modern municipalities

Pendali was founded on a clear observation: cities everywhere run 10–15 disconnected tools, yet citizens experience one city. SMOP is the platform that unifies them — built by someone who spent 16 years delivering enterprise software across 7 countries, and decided it was time to build something that matters at street level.

Ravitheja Pendali

Founder & Sole Engineer · Pendali

I'm one of the rare Technical Program Managers who actually ships production software. Over 16 years I've led enterprise AI transformation, healthcare system modernisation, and global SaaS delivery for Fortune 500 companies and government organisations across the US, Middle East, Australia, Europe, and Southeast Asia — and I've written the code alongside managing the programs.

That background gave me an unusually clear view of what's broken in civic operations. I'd seen enterprise-grade software solve complex operational problems at global scale. Then I looked at how municipalities manage complaints, water quality, road repairs, and workforce attendance — and the contrast was stark. Spreadsheets. WhatsApp groups. Paper registers. Siloed tools that don't talk to each other.

So I built SMOP — entirely solo, from database schema to mobile app to Kubernetes deployment. Every line of code, every architectural decision, every test (1,234 of them) is mine. Not because I had to, but because I wanted SMOP to be an honest answer to a real problem — not a proof of concept dressed up as a product.

Why this background matters for your municipality

Enterprise AI delivery

Led AI transformation programs integrating conversational automation across healthcare supply chain operations at enterprise scale — AI in SMOP isn't a demo feature.

Government programme experience

Delivered state government modernisation initiatives and programmes for global development organisations operating across 192 countries. Government procurement and accountability aren't new territory.

SAP & utility sector depth

Delivered SAP EAM plant maintenance, utility operations, and workforce mobility programmes for water, energy, and infrastructure clients across 7 countries.

Hands-on engineering, not just management

Built SMOP's entire stack solo: NestJS API, Next.js admin, Expo mobile, Prisma, Kubernetes, CI/CD. Requirements reflect real implementation constraints — no surprises after sign-off.

How we work

🏛️

Built for governments, not adapted from enterprise SaaS

Most civic tech is generic enterprise software bolted onto municipal workflows. SMOP is designed ground-up for how government actually operates: ward hierarchies, SLA accountability, offline field workers, multilingual citizens.

🤝

Pilot-first, not product-first

We onboard municipalities one at a time and stay hands-on through rollout. Your operational feedback directly shapes the roadmap. We only expand when we've genuinely served the municipalities already with us.

🔍

Radically honest about what's ready

Every module is clearly labelled: Live or In Development. We won't overpromise to win a contract. If something you need isn't production-ready, we'll say so and give you a realistic timeline.

Where we are

2025

Pendali founded. First version of the platform built from scratch — API, web dashboard, and mobile app — entirely solo.

2025

Platform expanded to 15 operational modules. Offline-first mobile apps launched for field workers and citizens. 17-language support shipped.

2026

AI-powered fraud detection, anomaly alerts on sensor streams, PostGIS spatial intelligence, immutable audit infrastructure, GDPR-aligned data retention, and end-to-end security hardening added. Pilot onboarding open.
